No person shall collect and accumulate outside of an enclosure or litter around upon any property any waste paper, rubbish or any other flammable material, unless the same is placed securely in a wire or screen container. Open fires other than those used for cooking purposes shall be prohibited, except as specifically approved by the fire official and building official. no outside residential burning of rubbish and garbage is permitted upon any residential property. "Outside burning" is defined as burning outside of the home. (Reference Chapter 10-1)
